How to Copy a JPG to a PSD
PSD is a file format that is native to Adobe Photoshop software. Like a JPG file, it stores graphical images but is somewhat larger because it supports layers within the image. A JPG file can be copied into a PSD file and saved as a separate layer. Although the easiest way to do this is by using the latest version of Photoshop, the free image-editing program Paint.NET is also capable of editing PSD files with the aid of a free plugin.
Paint.NET Plugin

Download the Paint.NET PSD plugin (link in Resources) and copy it to the FileTypes folder in the directory where your copy of Paint.NET is installed.

Right-click on the plugin file and select "Extract here" from the pop-up menu.

Launch Paint.NET.

Open the PSD file you want to use or click on "File," then "New" to create a blank document.

Navigate to the folder with the JPG file you want to add to the PSD. Left-click the JPG file and, while holding down the mouse button, drag the cursor to the Paint.NET window with the open PSD file. Release the mouse button. Click "Add layer" when asked what you want to do with the file.

Click "File," then Save As" and select "PSD" from the drop-down menu next to "Save as type." This saves the image as a PSD, with the JPG file in a separate layer.
Using Photoshop

Navigate to the PSD file on your computer, right-click on it and select "Open With Adobe Photoshop" from the pop-up menu. Alternatively, open Photoshop then click "File" and "Open" and select the PSD file you want to use or "File" and "New" to create a blank document.

Click "File," then "Place" to bring up a navigation window. Select the JPG file you want to add to the PSD and click on the "Place" button. The JPG will appear as a new layer in the open Photoshop window.

Click anywhere on the JPG image and drag it into position. Once you are satisfied with the placement, press the "Enter" key.

Click "File," then Save" or press "Ctrl+S" to commit to the changes made to the PSD file. If it is a new file, select "PSD" from the drop-down menu next to "Format."
